ZIGAMA CSS held its General Assembly today at the RDF Headquarters in Kimihurura to review recent performance and to approve both the 2026 business plan and the 2025–2029 strategic plan, signaling long-term growth ambitions for the cooperative.

The 41st General Assembly was led by the Honorable Minister of Defence, Juvenal Marizamunda, with the Honorable Minister of Interior, Dr. Vincent Biruta, in attendance. The event also welcomed the RDF Chief of Defence Staff, senior security leaders, and invited members.

In his opening remarks, Minister Marizamunda underscored the vital role ZIGAMA CSS plays in bolstering socio-economic stability within Rwanda’s defence and security institutions.

Brig. Gen. Cooper Mike Mujuni, Vice Chairman of ZIGAMA CSS’s Board of Directors, noted the cooperative’s steady progress over the past year. He reinforced the Board’s commitment to broadening services, growing gross income, and increasing net profits.

Under the 2026 Business Plan, ZIGAMA CSS aims to raise net profit from 39.3 billion Rwandan francs to 42.2 billion francs.

The assembly also approved several resolutions designed to expand welfare programs and strengthen governance structures. A key decision was to enhance welfare by reducing interest rates for non-commissioned officers, other ranks, and members from various security agencies who fall into the same category.

Attendees represented ZIGAMA CSS members across multiple security bodies, including the Rwanda Defence Force, Rwanda National Police, Rwanda Correctional Services, National Intelligence and Security Service, Rwanda Investigation Bureau, and Rwanda Forensic Institute.

This convergence of military, police, and security personnel around ZIGAMA CSS highlights a governance model that prioritizes member welfare and financial stability within critical national institutions, while inviting ongoing dialogue about how such a model scales to broader segments of the population.
